UK Councils Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a recent poll of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils for second-tier cities in England reported that 60% of councils are intending to sell assets to meet the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of public land and land to support their budgets, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition noted that a high proportion of councils attempting to raise money from a fire sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials stated they would focus on restructuring services and utilising financial reserves to weather growing financial challenges.”

Detailed Examples of Planned Sales

One local authority in Kent announced its property management strategy included the disposal of a shopping centre in a local town and a social club in another town to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for the authority, will additionally be disposed of under the plan.

Council Tax Increases and Broader Fiscal Strains

The survey of local authorities in the coalition, which includes several urban centers, also found that over seven in ten of councils will need to increase council taxes next April to cover the growing cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

The authority explained it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these take time to deliver both improved services and cost efficiency,” stated a council leader.

He added: “We face population challenges which will persist to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of regional authorities recently also found council budgets being strained by the growing number of children and adults needing Send support.

The County Councils Network said that local shortfalls will reach £4.4bn a year by 2029, as they grapple to cope with increased demand.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a policy document setting out those reforms was recently delayed.

Disadvantage and Financial Gaps

Based on the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, many key cities members were included in the most deprived in England.

  • “Participating urban centers like several major towns place in the top 30 across the country under the latest deprivation indices,” said the report.

“Although only one key city is among the ten most deprived for deprived neighbourhoods nationally, cities are far more likely to be in the worst-off 20% of England. The figures highlights the extent of difficulties confronting municipal officials across major urban centers in the coming year,” the report added.

“Council officials have been explicit about the need for a equitable and lasting funding system that reflects and addresses the actual extent of disadvantage and demand,” said a council leader.

“Lacking this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the study revealed.
